How good is the quality of the roads in European countries?

The quality of the road infrastructure in Europe varies widely and it often brings up a lot of debate and discussion. This map gives a broad view of the quality of the roads in Europe. We can clearly see an east-west divide. Many former Soviet states and countries in Eastern Europe, score below 4. In the western half of Europe, most countries score above 4 or even above 5.
The Netherlands has the best roads in Europe, closely followed by Switzerland. Both of them are the global no. 2 and 3. Singapore has the best roads in the world.
On the other end, we see 2 countries whose roads are far worse than any other country in Europe: Bosnia & Herzegovina and Moldova, scoring 2.8 and 2.6. On a global scale, both of them don’t do very well either. Bosnia is no. 121 out of 141 and Moldova ranks 127th globally.
The data for this map comes from the Global Competitiveness Report 2019 by the World Economic Forum, in which 141 countries are rated on a variety of topics. Some of those ratings are the outcome of The Executive Opinion Survey. 12,987 business executives in 139 economies answered 78 questions, which asks them to evaluate the situation for specific domains at the country level. One of these questions was: “In your country, what is the quality (extensiveness and condition) of road infrastructure?”. People could give a rating from 1 (extremely poor—among the worst in the world) to 7 (extremely good—among the best in the world).
