Europe is considered one of the most free continents in the world. Most European countries rank very high in the Human Freedom Index, with 19 of the global top 25 countries being European.

Switzerland (8.94) is the highest scoring country in Europe and globally. Estonia (8.73) is the 2nd most free country in Europe and 3rd globally behind New Zealand. Overall, the Nordic countries score very high.

Most of Europe is doing very well, scoring over 7.50. There are three countries that score far lower than any other country in Europe. Turkey (5.71) has the lowest score in Europe, followed closely by Belarus (5.78) and Russia (6.01).

The recently released report by the Cato Institute, measures the Human Freedom per country over 2020. On a scale form 0 to 10, countries were judged on the following areas:

• Rule of Law
• Security and Safety
• Movement
• Religion
• Association, Assembly, and Civil Society
• Expression and Information
• Identity and Relationships
• Size of Government
• Legal System and Property Rights
• Access to Sound Money
• Freedom to Trade Internationally
• Regulation of Credit, Labour, and Business
